Kenyan President William Ruto on monday signed into law the National Government Constituencies Development Fund (Amendment) bill.

The new law increases the allocation for school bursaries from 35% to 40%, aiming to ensure the smooth continuity and completion of education by students .

The additional funds will not only facilitate education but also address challenges such as school dropouts and boost enrollment. Majority Leader Kimani Ichungw’ah highlighted the importance of this increase, stating that it aligns with the government’s efforts to enhance literacy across the country.

The augmented bursary funds will also be directed towards school feeding programs, particularly in drought-stricken areas. This strategic allocation aims to mitigate challenges related to nutrition and create a conducive learning environment.

In addition to the focus on education, the amended law allocates a higher percentage, now 5%, of the Constituencies Development Fund to environmental activities. This move reflects the government’s commitment to addressing the climate crisis by providing necessary funds for environmental initiatives.

Furthermore, the law introduces a 3% allocation of funds for Constituencies’ digital hubs. These hubs are seen as instrumental in equipping the youth with skills to enhance their employability, aligning with broader efforts to empower the younger generation.

President Ruto also assented to the National Lottery Bill, paving the way for the establishment of the National Lottery Board. This board will oversee the operations of the newly-established National Lottery, ensuring fair conduct and preventing fraud. The funds generated through the national lottery are earmarked for social development projects within the country.

The signing ceremony at State House on December 11, 2023, was attended by key figures, including Deputy President Rigathi Gachagua, Speaker of the National Assembly Moses Wetang’ula, Attorney General Justin Muturi, and Solicitor General Shadrack Mose.

These legislative developments mark a significant stride in the government’s commitment to education, environmental sustainability, and social development. The increased bursaries and focus on various sectors demonstrate a holistic approach to addressing the diverse needs of the nation.
